I think (at least) one more flag is missing from that picture, it could be next in the row, but not visible. The Air Defence also has a flag, which is diagonally divided, the upper part is light blue, the lower one is sand yellow, and Air Defence badge is placed in the middle of the flag as seen these sources:

Earlier white flag (2019)
